Add report filters

Establishing filters restricts the data displayed in a report to only the response data that meets the filter criteria. Filter conditions can be nested together using parentheses and the standard Boolean logic operators 'AND', 'OR', and 'NOT' to refine the data. Logic operators must be used to separate filter conditions. Filters apply only to the questions, raters, subjects and secondary subjects that have already been included in the report.
